Strengthening ILC: A national strategy towards 2022
A national strategy for the future of Information Linkages and Capacity Building (ILC) has been released by the NDIA and it’s great news for the community.
The National Disability Insurance Agency (NDIA) has strengthened the ILC component of the National Disability Insurance Scheme (NDIS) by changing the way they provide grants for ILC projects. Recognising that 12 months is not enough time for an ILC project to have an impact, program funding will be available for up to three years from 2019-2022.
The new strategy uses a mix of funding approaches whereby not all rounds will be open but will target specific groups, locations or issues. This approach puts an end to jurisdictional funding rounds.
The NDIA remains committed to investing in organisations run by and for people with disability and priority cohort groups of:
- Aboriginal and Torres Strait Islander (ATSI) communities
- Lesbian, Gay, Bisexual, Transgender, Questioning, Intersex and Plus (LGBTQI+) communities
- Culturally and Linguistically Diverse (CALD) communities
- Rural and remote locations.
There are four new programs under the ILC. The programs are similar in scope to the current model but have been re-named. They are:
1. Individual Capacity Building Program
Supports people with disability, families and carers to grow their knowledge, skills and confidence to set and reach their goals. This program also focusses on peer support, mentoring and skill building.
2. National Information Program
Links people with disability, families and carers to support and services in their community. This program ensures information is up to date and relevant to the people who need it to make better choices and decisions.
3. Mainstream Capacity Building Program
Supports mainstream services such as schools, hospitals and transport to build skills and knowledge so they can become accessible and inclusive.
4. Economic and Community Participation Program
Connects people with disability to activities, jobs and support in their community. Communities and employers become more inclusive and listen to what people really need.
What You Need to Know About Funding Rounds
The four new programs will be progressively rolled out and start running from July 2019 with funding applications being accepted from March 2019.
If you’re concerned about the gap between the old system and the new, you’ll be pleased to know that $26M nationally will be available to assist organisations with the transition from the current funding system to ILC. The NDIA recognises people with disability already participate in ILC projects and these projects may need further funding when ILC changes. Funds have been put aside to keep some projects going until the changes are in place.
Not only that but ILC activity will be incorporated into NDIA data to improve reporting and evaluation so we can learn what works.
Before the new programs start, NDIA is rolling out two early grant rounds, one of these was focused on building the capacity of organisations led by and for people with disability and it closed before Christmas. The second grant round focused on economic participation including employment, will open early this year.
