
Homelessness Investment Project
CSIA delivers on our Commissioning for Outcomes demonstration projects, focused on Specialist Homelessness Services.
Here at CSIA we worked in partnership with the Department of Housing and Public Works (DHPW) and Specialist Homelessness Services to identify how we can strengthen the flow of investment towards supporting better outcomes for people.
We asked the question: “How can we strengthen and adjust the way investment flows from Government through to people and communities, so that it is most useful in supporting them to make positive changes in their lives?”
The project began with a series of research, data analysis, interviews, focus groups and workshops with Industry and Government.
This led to the design of a strategic Theory of Change for strengthening investment.
Demonstration projects
In partnership with the Community Services Industry and Government, we embarked on a series of demonstration projects to tests elements of the Homelessness Investment Project Theory of Change.
BRISBANE: we looked at how elevating the voice of service users might deepen our understanding of outcomes and broaden the scope of conversations about performance and reporting to be inclusive of all types of evidence.
LOGAN: we investigated the role that contract management might play in an investment system geared towards supporting outcomes, shifting from transactional to more relational approaches.
CAIRNS: we explored a local-system approach to working with people sleeping rough. This highlighted the importance of local context in informing decision-making around investment and culminated in a focus on Aboriginal and Torres Strait Islander leadership.
At the end of these collaborative projects, our learnings were collated into a final report and transition roadmap.
