Portable Long Service Leave
The Portable Long Service Leave (PLSL) Scheme commenced on 1 Jan 2021, after two years of policy and legislation development.
The Scheme is delivered through QLeave. Employers and workers register with QLeave to participate.
Bringing the Industry together
CSIA has been involved every step of the way. We bring together organisations across Industry to have conversations, share concerns and learnings so we can work together to make the scheme a success.
CSIA, in partnership with QCOSS, made submissions, comments and feedback during the development of the PLSL Scheme:
- Submission to the Education, Employment and Small Business Committee on 16 December 2019
- Hosting events and presentations, as well as providing avenues to have your say!
CSIA has been hosting conversations to understand how implementation is progressing.
In January 2021, we collated Industry’s key questions. QLeave provided responses that we shared with Industry:

Benefits for Industry
The Portable Long Service Leave Scheme means:
- More workers have access to long service – the consultation regulatory impact statement for the scheme showed that people working in the community services industry are less likely to qualify for and benefit from long service leave, compared to the wider workforce.
- More attractive to workers – you can offer them long service when they may otherwise of missed out
- Retention in the Industry – workers may move around but their skills, experience and qualifications stay in community services because of the added incentive
- Workers with Long Service can take leave – reducing burnout.
